[adsl-qos] ISP is the bottleneck

Hi!
My upstream connection to the DSLAM is 800 kbits but
my ISP is limiting me to 500 kbits. In my scenario no queues
will ever be built up in my modem. Do you think that the limiting
is done centrally and after the ATM encapsulation has been removed?
If so, I really don't benefit from using dsl_qos_queue, right?
Another problem with this is that the modem is sending in 800 kbits and then
the ISP is throttling it down to 500 kbits. I seems that my ISP's queues are
filled quite fast or they don't use queues at all 'cause they drop even one
packet
faster than 500 kbit. I am not using any typ of trafficshaping atm but I
have in the
past, sigh, I really need to set it all back up again.
